a neighbour has been conned into having a smart meter fitted , he is on pay as you go
his in house display refuses to run on batteries
recently he has run out of electric , having used his emergency up , called at local shop and paided , often £40 or so
now when he comes home , no electric , he has to go and press button on IHD , to get power back on
simple , apart from the IHD is dead
he has to knock on my door and ask me to plug in his IHD , at which point he can see his £40 , and press a button on the screen
the supplier refuses to replace the IHD

IHDs can be mislaid, broken, lost or have flat batteries so I'd be very surprised if the supply could not be re-activated at the meter.
Tell him to check this in case you're not in the next time he runs out of gas and electricity.
It may also be the case that his IHD won't work with rechargeable batteries because their voltage is too low.0 -
The buttons on the meter can be used to enter any top up codes.0
