PCN sent whilst to wrong address whilst updating DVLA

Apologies if this has been answered, i've been reading for a while and can't find anything similar.
On the 13/11 I received a debt collection letter relating to a PCN "issued" on the 25/08/2019, this was the first correspondence i have received. I realise now this was a mistake but, I immediately rang the debt recovery plus to ask if it was a mistake, they told me that i would not be able to appeal but offered me a 20% discount if i paid on the phone, i told them i would appeal anyway and hung up.
I moved house on the 20/08, sent off the v5c and recieved a new v5c with updated address on 08/09, the PCN must've been issued and sent before the DVLA had processed the v5c and sent to the wrong address. The parking companies website "UK Parking Control Ltd" won't let me appeal as it's outside of the 28 day window and I don't have a 10 digit code for a POPLA appeal either so i'm not sure how to do this. It was also 3 months ago, the PCN is for a car park in Leeds, I don't even remember why the car was in Leeds, I live in Derby, most appeals i see are on things like signage or time parked, I can't remember either of those things.
How can I submit an appeal at this stage? My points would be that the non-receipt of the Penalty Charge Notice was not my fault but the cause of postal and administrative delays. And that I have not received any evidence that I was driving the car at the time.

You should send a Data Rectification Notice to the DPO of the PPC concerned informing them that as and from DD/MM/YY your address for service is: -
NN Street Name
Town
etc.
and requiring them to ERASE your old one.
Then you need to think hard about why you might have been in Leeds when you live in Derby. If you definitely weren't, then maybe it is a VRM misread or a human error by the PPC.0 -

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Firstly, send a complaint to the DVLA (see NEWBIES thread post #5 for complaint addresses) saying that they released your old address despite you having sent them your new address, and ask for the timeline of when they received your letter and what they are going to do about it, given the fact they supplied the PPC with the wrong data for you simply because they took some days to process your letter updating your V5C.
Also do as Le_Kirk advises.
If the DVLA admit they had your letter first (and WAIT for them to reply) then send a complaint attaching that proof from the DVLA, to:

Stating that the DVLA have confirmed that they gave the wrong 'KADOE' address because they had not processed it in time, and that UKPC have also been contacted to rectify the wrong address data. As such, there has been maladministration by the DVLA and here is the proof, and the very least that UKPC should nor do is to send you a POPLA code as you wish to appeal because you do not believe the car was in Leeds and believe this may also be a VRN misread.
By the way you can of course view the photos on UKPC's website...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
