Gladstones and One Parking Solution LBC

My partner just received a LBC from Gladstones through the NHS Trust (she used to have a Lease Hire Car) from an old Parking fine issued in Feb '18.
It was for parking in one of our own Visitors spaces on our little Estate and the permit had fallen off the window - nobody's ever really been able to give me a straight answer on how to defend against that using the Primacy of Contract defense, I tried it once (albeit probably didn't word it very well) and the court threw it out and just had to pay it. Also the Estate Manager's said they couldn't cancel it and I've never believed them - but anyway, my question is:
Can they still try and enforce this ticket given the Estate Manager's sacked the parking company well over a year ago?

Yes they can , they have 6 years to try a court claim , irrespective of being sacked
That way , a judge will decide
