Can I claim this if I’m on the benefits listed to claim it however I live with my elderly mother who is too old I believe to provide care she 74

Regardless of whether she's too old to provide you with care unfortunately, you will only be entitled to claim this if she claims a qualifying benefit such as DLA mid/high rate care or Attendance Allowance.
