20 mph zone near school?
Hi all. There's a sign that refers to maximum speed being 20mph when the lights flash. This is presumably during school start and finish, since they don't flash at lunchtime.
It may sound an odd question, but when they're not flashing, is the speed limit the usual 30mph?
The reason I ask this, is because there was the local Police parked up with a speed gun. I'm just wondering if you'd get fined going at 30mph outside the 'flash zone'.

As far as I am aware, the 20mph limit is advisory only and applies only within the flashing light zone and only when they are flashing. The signs normally show the hours during which it applies.
You would be foolish not to follow the advisory limit. If you run over a child outside a school with those flashing lights while doing 30, you might have a hard time justifying your speed.
If it is normally 30 mph then the limit outside the flashing lights zone is 30 mph.
For safety, slow to 20 mph before you pass the flashing light and not after it.
Also beware of children even when outside the 20 mph zone. Slow down anyway if there is a risk that a child may stray or run into the road.

The 20mph zone near the fire station in Penzance has an illuminated sign which is switched on during a School start and finish times. When illuminated the sign looks like it complys with the legal speed limit signs.
