NCP second letter I am so scared please help

Hi there,
I have browsed the sticky notes for newbies but I'm still stuck. I would be so so grateful for help.
I had a ncp parking charge notice and planned to appeal but got way laid (I wont give a sob story)
The charge has ANPR camera pictures of my vehicle. I did park there however the machine was not working...at least I could not get it to work. I put a sign on my screen saying machine not working and carried on.
I am now in receipt of the second notice from NCP and it states I am too late to appeal.
Should I pay the 100 pound? I just don't know what to do and I'm so frightened of debt collectors or court summons coming.
Please help me. Thank you.

Only if they take you to court and win, which, from what you have told us, seems unlikely.
If a court claim does come it is no big deal, judges are very familiar with these spurious claims, ni[FONT=Times New Roman, serif]ne times out of ten of which are scams , so consider complaining to your MP after the election, it can cause the scammer extra costs and work.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

No summons will come because it's a civil matter , Not a criminal matter
NCP will not be interested in any machine not working notices in a vehicle
Anpr doesn't monitor notices inside vehicles
Their cameras recorded the time in and the time out , their computers looked for a valid ticket being bought with the correct registration
No payment equals instant PCN , technology over common sense
NCP will say that the driver should have rung in to pay or for advice , or left the car park promptly due to not being able to pay
If you are so scared of court , pay the £100 and be done with it , otherwise it could be nearer £200 if it goes to civil county court0 -

Also worth noting (from looking at sticky notes etc) that the first letter came a good 28 days after the "offence".0 -

If you're beyond the appeal stage with NCP, it's a case of riding out debt collector letters (aka ignore them), then seeing if NCP issue court proceedings, which they have 6 years to do so.
Eminently winnable against NCP, but you must put in the (research) legwork, not sit like a rabbit in the headlights.
