Insulation company breaks heating system. Won't respond to contact.

Hi,
My Mum has had insulation fitted in her house (paid for by a home energy grant, I believe). It's a very old house without cavity walls so the insulation has been fitted inside the walls.
The company that did this didn't remove the heaters to fit the insulation but, essentially, boxed them in, surrounding them with insulation on all sides (other than the front). Doing this has apparently blocked off essential ventilation on the heaters and broken them.
The company that installed the heating system (which is also new) say this has voided the warranty, and the company doing the insulation should have checked with them on how to correctly install insulation around the heaters.
The company who installed the installation have ignored letters and, on phone calls, simply promise to get somebody to call back, which they never do.
The upshot is that a woman in her 70s is living without heating in November, and we're not really sure what our options are if the insulation company remain unresponsive.
Should we go to the small claims court? If so, what would we claim for? Basically, I'm not really sure where we go from here.

How exactly does the grant system work?
Did your mum get paid the money and then she used it to pay the insulation company or does the payment go directly from the government to the company?0 -
I believe it gets paid direct to the company, which might complicate things. I'll double check though.
Currently she using a plug in electric heater, but that's obviously really expensive.0 -
A neighbour had faulty work done by a company through a grant system - she contacted the organisation administering the grant (Heat Energy I think) and it was sorted out very quickly.0
