With ParkingEye, they will consider an appeal that is submitted up to about 32 days or so from the date of their PCN. So they won't say it's too late because the PCN says the 28 days to appeal is from 'service' of the PCN.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
