Parking PCN Appeal


I tried to put in the Car Reg n. and couldn't see anything coming up on the screen, so I proceeded to put money in. When ticket came out , it had the first 2 letters of my reg. no. on it.
I left the car park in time.
Cutting a story short, I have just had Final Demand from a Dept collection co. UCS for £160.
The original fine was for £60 with DSFP of Hove BN52 9AN ( I didn't receive by email my appeal result from DSFP which allegedly was sent by 3/10/19, and unfortunately my Junk file is only for 1 month!
However, my question is Do I have a case as I feel I have bought a ticket for the time in question, . The PCN states that the reason for issue is: No Valid Parking payment Found!.
This is not my fault that they could not be bothered to find my ticket which has a 6 number reference on it. I sent a copy of it with my appeal.
How is possible to get a ticket from these machines without a full Reg. No.. on it?

Questions you can put in your defence and witness statement if the PPC try court
Keep the paid for ticket and all paperwork for 6 years, the period they can try a court case

Thanks for that. i will definitely will not pay any demand from a third party , whose name is not mentioned on PCN. ! I have written to DSFP to get a written rejection notice of my appeal , which I have not received from yet. It is so nice to chat and share a problem with someone with some relevant experience.0

Also surely it is illegal to send a " Notice of Debt Recovery" and then a " Pre Enforcement Letter" before a court case?Are these from a solicitor or 'legal firm' like DCBL? Their letters are absolutely atrocious and need reporting to the FCA and SRA for misleading consumers and ignoring the various standards by which a solicitor is bound.

OP, because DSFP use a PO BOX number, the postcode you mention in your opening post, BN52 9AN, is a dummy one referring to the Royal Mail Hove Delivery Office.1 -
Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

As yet, DSFP have not taken anyone to court. They only operate one car park which is near Instow in Devon. The scameras are at the beginning of the approach ride which is badly potholed and rutted, as is the car park. It takes several minutes to get to the car park so loads of people get caught. People also get caught stopping on the approach road and at the café.
The scameras had no planning permission and there was no advertising consent for the signs, but the very weak council did nothing despite hundreds of complaints, and allowed the scammers to make retrospective applications for both, even though the latter is not permitted.
Your best option is to join the Sandhills Facebook Fightback Group and make contact with the leader of that Group.

A parking ticket from Moto Wetherby services has just come to my attention
The PCN is from October 2016
I have moved house (3years ago) and the ticket has just been forwarded to me ? DCBL are now chasing this ?
Do I need to pay or is this now out of some time limit ?0
