PCN: parking in a restricted street during prescribed hours

Apologies if this topic has already been covered in advance.

Yesterday I received a council parking ticket for parking on a street with double yellow lines. Lots of cars park there, as do I, at weekends. There is a clear sign that says you can't park there Monday to Friday but no mention of weekend restrictions. I was parked there on a Sunday afternoon for around three hours.

I didn't have my Blue Badge on display at the time because it is being renewed and I am waiting for the new one to arrive in the post.

The specific charge in the PCN states: Parked in a restricted street during prescribed hours.

First, I know it should actually say 'proscribed', but that's what is written on the ticket. That's local councils for you.

Do I have any grounds for appeal here?

Is the transgression the act of parking on double yellows, or the act of parking outside the permitted hours? Would a valid Blue Badge have made any difference?

Any advice would be most appreciated.

    If it is a council "ticket" you need to pop over to Pepipoo as they specialise in council stuff, here it is private parking issues.

    Double yellow lines mean no waiting at any time, unless there are signs that specifically indicate seasonal restrictions. ... If no days are shown on the signs, the restrictions are in force every day including Sundays and Bank Holidays

    I assume the Mon - Fri restrictions apply to blue badge holders? If so then the fact that you didn't display your blue badge means that you have been treated as not having one.
