Damp - Should have been sorted before Buying

Hi there
In March this year, my friend bought a house, the survey/ report, said there was damp in the kitchen ( not sure if visible at that time) the report said this would be fixed before the buyer moved in.
As of this week, the damp now visible has returned to the same place, he cannot find any documented evidence this work has been carried out as promised.
If it has not, who is legally responsible for paying to sort the damp out?

This is just one of many reasons why it's better to negotiate a reduction in price equivalent to the estimate than to let the vendor sort it.0 -

The survey can't promise anything about what the seller will do, it would have needed to be in the contract. Was it?
