NTK from PCP Enforcement Agency

Dear all,
I have read the newbies thread and also done a huge amount of reading about these parasitic companies.
I am a healthcare professional and work unsociable hours. I pay for onsite parking at QAH (portsmouth), I had not received my onsite parking permit in the internal mail (for whatever reason it never arrived) despite me paying for it. I was therefore forced to park on site over 3 occasions where I could not find a space in the barrier operated parts of the staff parking site. This meant I received 3 window PCNs:
- PCNs dated: 08/09/19, 16/09/19, and 30/10/19.
Multiple angry calls to the parking department later after each PCN, I received a letter confirming that I do pay for parking and have done since the 05/09/2019.
I took the Newbie advice and ignored the first 2, and received NTK letters. I appealed the last ticket with all my evidence. The NTKs state I cannt appeal (obviously as time is up) so I cant appeal online; I could write them a letter stating, with my evidence my defence for each ticket?
My situation does not quite fit the newbies thread suggestions - I would really appreciate some advice on how to appeal the NTK letters I have received from this company. Should I continue to ignore until CCJ papers may or may not come? or appeal to the IPC? A lot of advice seems to suggest: ignore until real paperwork arrives, and then state your case in the county courts.
Any help / advice will be well received!
Thanks all

The registered keeper obviously can, because this letter is the first letter a Keeper might see (regardless of whether he/she was also the driver which you know from the NEWBIES thread not to tell a PPC scammer!).
Your angry calls to the Facilities Manager at the NHS Trust should actually have simply asked him/her to email PCN cancellations over to the parking firm, ot end you a letter and expect you to jump through hoops with it that the scammers have pretended is not an option!
Push for cancellations by the stupid Hospital right now (STUPID for allowing a scum parking firm onsite) and meanwhile the keeper appeals those NTKs in the usual way without saying who was driving.
No appeal will win though and you know not to try the IAS (Newbies thread is clear!).
Ultimately, IPC PPC cases are won in court, so (unless the STUPID Hospital do the right thing, step in and cancel the scam PCNs) this will be finally ended in 2020 but is well worth the fight!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
