PCNs out of the blue

Hello.
Friday evening I received a pile of letters in the post which were for 2 PCNs for my residential parking. 1 was dated July, 1 for October.
1st I haven't had any tickets on my car, I have a permit which is allways on my dash.
2 the letters were from the right company, but the July ticket also had a debt collector letter for failure to pay, which I received after the deadline tk pay thag aswell.
The July ticket also has 2 different times in, and 1 letter isn't dated.
The October ticket is almost at the point of expiring for payment.
Should I contact the parking company and see what they say? Or the debt people?
I've very unsure what to do, and don't want to make matters worse.
I haven't seen a single ticket on my car, and the pictures don't show them either.

Do you own or rent the parking space you use?
If the latter, what does your lease/AST say about parking. Just as importantly, what doesn't it say about parking.
In either case, if there is no requirement for you to show a permit, why are you doing so?
What is the name of the PPC please?
If you don't own the space, have you complained to the landowner/MA yet?
Have you complained to your MP about this unregulated scam?

It's not a specific space, we own a flat in the block, and the car park is just park where there's a space. We are only allowed 1 residents permit, we have 2 cars, and 1 guest permit, which I have in my car.
There are some signs up saying you need a permit. I have asked multiple times for another permit but they just say no.
The company is called CPM - car park management in lancing, Sussex.
The land owner/lease holder company don't care. They just ignore all complaints about it, aswell as other things. They are some faceless company on the other side of the country. Many residents have complained.

Okay, but again, what does your lease/AST say about parking/parking permits/issuing charges/starting court proceedings? Just as importantly, what doesn't it say about the above?
This should be your starting point. Your lease/AST will have primacy of contract over anything a third party may say.
If you already have a right to park then the scammers are not offering anything you don't already have. There is no consideration.
Do a search for "own space", setting the search criteria to show posts.
Have a look at what judges have said about residential parking.

OK, so a little more info.
My partner has lived here for 12 years. I moved in last month. She owns the flat
In the block.
Here lease contract has nothing in it about parking, as up to just over a year ago there was no restrictions on parking. Then a council flat got built next year, so the lease holder then got the permit scheme in. They didn't ask the residents, or give options. Just set it up then sent out 1 permit per flat.
So there is nothing in any contracts we have for the parking.0 -

What does your friend's lease/AST say about arking? Does it mention permits? Does it mention paying a parking parasite silly money if you do nor display one. If it is silent on the matter them your lease/AST has primacy and, if the are daft enough to take this to court they may get a bloody nose, read this

[FONT=Times New Roman, serif]Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

The leaseholder needs to keep proof and write to the MA and state that you (she?) and your household have pre-existing rights and easements and you do not accept the scheme they have tried to unilaterally impose, which is unlawful. Cite the L&T Act and reject the permits and say there is no contractual term that can interfere with your lease.
All the time you acquiesce to the scheme, the more likely you could lose in court in our experience, as Judges sometimes think because you took a permit and 'agreed' to display it and only have one permit, then ''them's the rules'' you are bound by.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
