One Boiler, Two Properties, Bill Caps??

Good evening all
Woke up to my radiator being warm and hissing even though the valve is off so I went to turn our boiler to timed as a thought just came to me...
We live in the bottom shared accommodation flat with the possibility of up to three tenants (just me and my partner at the moment so two empty rooms)
The flat above us is another shared property of up to 6 tenants by the same company. Which appears to be fully rented
Our property is an all inclusive property with a bill cap of up to £250 a month a bills unsure of upstairs bill cap
It’s one house but split now into two separate properties (4A and 4) with two separate front doors.
What worries me the most is that I believe our boiler is shared ..
If the boiler is shared between both properties ( we currently have a commercial WiFi where the modem is in the upstairs flat we’re we have no access) then how can they possibly work out the usage for each separate property
E.g if the 6 tenants leave their heating on all day and night but we only put ours on when necessary, how can they differ this?
We’ve have a few issues with these landlords from the start ( we moved in 14th of October) and they look like young couple taking On a project but I’m unsure they really know what they are doing and even if they are doing things legally
Can anyone help me out
If the property upstairs is registered as a separate property, should they have their own separate boiler system or access to anything
I’ve now put a timer on 5am till 10am and 5 pm till 10pm as I’m worried there going to charge us ridiculously as I believe they have all their postage addresses to our rental flat

  • You will soon find out if upstairs complain about no heating during the day. When the other rooms in your flat are let out you won’t be able to control when the boiler is on or off it needs to be availble all day for those who want it. Sounds like you have a faulty thermostatic valve on one of your radiators.

    Does each flat have its own gas and electric meters?

    Turn the boiler off. Upstairs will soon let you know if they are sharing your boiler!

    My suggestion too.l turn the entire thing off.


    As an aside do you really need it on 5 am to 10 am during the week... I get the 5 am making it nice and warm when you get up... but if you leave the house at 8 am 5 ... am to 7.30 am should be sufficent.

    Obviously if you leave later amend so if you leave at 9, run your boiler 6 am to 8.30 am and so on..
