[FONT="]This is my first time posting on this thread I have read the newbies thread but apologies if I have missed already answered questions on similar threads - just wanted to detail here the specifics of my case with it being a long time since I received the PCN[/FONT]

[FONT="]I am a tenant and have lived at the property since 01/09/2018 I have a numbered permit for a designated numbered bay for parking in, my tenancy agreement states under special provisions that it’s agreed the tenant has use of one car parking space - for registration XXXXXX at the property throughout the tenancy agreement. (It mentions nothing on having to display a valid permit) [/FONT]

[FONT="]I received a PCN from UKCPM 07/12/2018 for not displaying a valid permit - the permit moved on the dash and I did not notice and only part of my permit was visible in the images they provided on PCN[/FONT]

[FONT="]Due to some misinformed advice and ignorance on my behalf, I chose to ignore all of UKCPM and their debt collection companies’ attempts to make me pay or reply. While sorting through old letters today I noticed one from Gladstones date 30/04/2019 stating they instructions by UKCPM in relation to the mentioned debt of £160. The letter states 'if you do not pay within 14 days, please keep our clients and agents (DRP) informed as to your current address to ensure your ability to defend' I did not respond to this letter and if I’m completely honest threw it straight in the pile with the rest of UKCPM and their chosen debt collection companies letters. [FONT="]I am now concerned that Glastones may be sending letters to my old address because I have not received any letters from them since... I am just hoping the Letter before Claim has not been sent to my old address and what should I do if it has?[/FONT]

You need to send a Data Rectification Notice to UKCPM's Data Protection Officer notifying him of your current address and ensuring that they delete any old address information.
Failure to do that runs the risk that you will find a County Court Judgment against you without you having had the opportunity to defend yourself.0 -

What does your lease/AST say about arking? Does it mention permits? Does it mention paying a parking parasite silly money if you do nor display one. If it is silent on the matter them your lease/AST has primacy and, if the are daft enough to take this to court they may get a bloody nose, read this

[FONT=Times New Roman, serif]It is not a fine, it is an invoice from an ex- clamper for damages for the harm they allege they suffered when you did what you did. We call it a scam. Pay them not one penny unless a judge so orders it.[/FONT]
[FONT=Times New Roman, serif]Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

You could submit a SAR to the same DPO and ask for all and any data they hold on you concerning car VRM XXNNXXX and any current or past PCNs. You could also try phoning Northampton CCBC but without a specific PCN or claim number they might struggle to find anything; also I believe it is sometimes a long wait for the phone to be answered.Thank you for the reply I have sent Data Rectification Notice to UKCPM's Data Protection Officer
