More (student loan) spending money if Labour win Election?

Hello there,
I'm starting a F/T MPhil/PhD in Film in Jan 2020 and have applied for the £25.7K loan. Tuition fees are £4.3K per year.
If Labour win the Election and scrap tuition fees, what would be the realistic timeline on this? And would that mean I then get to keep more of the loan?
Sounds like simple questions, but I've got a feeling there'll be a catch.

Higher earners repay their loans - or rather get hit with a tax bill each month. The lower paid do do pay anything.0
