Traffic Fine Query

Bit of an unusual one. I sold my car. A 3rd Party courier company came and picked it up, and transported it to the buyer. Within 90 mins the courier incurred a traffic camera fine. I showed the notice to both the new car owner, and the courier company. The courier company agreed they would pay the fine, but only if the PCN was reissued to them. I responded to the Harrow Council who issued the fine, who wouldn't do it for a multitude of reasons, mainly that according to the DVLA I was still the owner of the car, which is technically true, as the car was only out of my reach 90 mins, where I would have no time to contact the DVLA appropriately. Anyway i informed the courier company of this news, and they are refusing to pay it, even though they have already admitted liability and I have this in writing. Apparently i now have to attend a hearing, which is ridiculous, as I cannot get away from work. Can anyone suggest a great method where I can appeal this? And ensure the courier company pay this and not me. Thanks.
