Proactive SAR to Civil Enforcement due to Change of Address

Hello,
I haven't came across this situation elsewhere on the forum and hope you can help.
The driver attended a hospital appointment in July and parked at a hospital car park 'managed' by Civil Enforcement. The appointment unexpectedly ran over the 3 hour limit prescribed by signage around the car park. Normally, patients are advised to let a nurse/hospital staff member know before leaving but the driver failed to do so.
The relevant car's V5 was in the process of being updated due to a recent house move and so, should Civil Enforcement have sought details of the keeper from DVLA related to any alleged contravention they would have gained the previous home address.
A mail redirection has been place since approximately 12-14 says following the hospital appointment, so there's a potential gap of two weeks where a NTK could have been sent to previous address and not redirected.
No letters have been received by the Keeper subsequently.
In this situation, is it worth proactively submitting a SAR to civil enforcement to see if any PCN exists etc...? The concern being a CCJ could end up lodged against keeper unknowingly?
I guess it may be overcautious considering a redirection is in place...but is there any risk to a proactive SAR as the redirection will cease in February?

If ANPR is used at the hospital then it should arrive by day 14, the date of the alleged event being say zero.
If ANPR is used then you could send an SAR after that date.
If a NTD was left then the NTK should arrive between day 28 and 56, the date of the alleged event being say zero, but the timing would be trickier as waiting until after 56 days could mean an appeal deadline was missed if the NTK was sent out around day 28 plus a few.
It's head above parapet vs missing an opportunity to appeal situation.
In addition to the above, you can redirect for longer if you wish, but it won't cover you for the six years in which the PPC can start court.
Have you updated both V5 AND driving licence details with the DVLA? It's a potential £1000 for each failure if you don't.I married my cousin. I had to...I don't have a sister.

I would, attaching a copy of the V5C and ALSO telling them to 'erase' the old address if they were storing and processing that data, because your new address is......................is it worth proactively submitting a SAR to civil enforcement to see if any PCN exists etc...?PRIVATE 'PCN'? Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
