PCN Civil Enforcement Ltd - Co-Op

Hi Everyone,
Last week I visited the Co-Op in Plumstead (SE18) and parked in the car park as I always have done everyday for the past 2 years. Normally my stay is no more than 5 minutes, but on this occasion my car refused to start and I had to call the RAC for help.
I was aware of the parking signs but there was no number to call to say I would be longer than the allowed 1 hour. In total I was there from 07:47 to 09:55 going over the allowed time limit.
I have now received a PCN notice from Civil Enforcement, £60 within 14 days or £100 after. If I appeal and lose it will go to £100.
What should I do? I want to appeal because I was broken down and can show evidence from the RAC to say this was the case, but I don't want the risk of paying an extra £40 if I lose.
Any help would be appreciated.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

As above, what did the store manager say when you complained? If you get nowhere with him/her then complain to the CEO. Show your proof of being a regular customer and proof of breakdown.
Appeal using the template in blue from post 1 of the NEWBIES if they refuse to cancel.
If the Co-op don't get this cancelled, shop elsewhere and tell them why. Tell all you friends and family as well to warn them about the extra £100 shopping bill.

Thanks for the comments. I didn't think the Co-Op would take any responsibility, my wife works for the Co-Op so I will get the regional managers details.

CEL lost their contract with the Co-op some years ago, then went on a mission of revenge retrospective penalties, including against Co-op staff who were parked for their day's work.
So I don't think this is likely to be a branch of the national Co-op organisation, but probably 'franchise-style' business trading under Co-op brand name.
