Parking Fine Debt for My Sister Who Does Not Own A Car

Long story short...
My mother put her car in my sisters' name without her knowing. My sister stays with me and she doesn't have access to mail at my mums. She's 20 with no responsibilities and does online banking so she doesn't expect any mail.
My mum had a fine that was not paid. Ofcourse, it was registered to my sister. My mum didn't pay the fine or tell my sister about you. Mind you, we have visited my mother several times during this time and my sister has asked for letters and my mother has said there is nothing there for her.
The debt escalated. My mother had been calling and pretended to be my sister and told the debt collectors that my sister is not working and is a student so the debt can't be paid. She's been impersonating my sister.
Now my baby sister (17) has called this sister in question this morning to tell her debt collectors showed up. Worst thing is, my baby sister was told to LIE to the debt collectors and tell them that the car belongs to my sister and she only borrowed it to my mother.
So now my sister is devastated but will not go to the police. What are her other options?

I think that you need a solicitor. This could become very serious for your sister, what would happen if your mother was involved in a hit and run, she sounds capable of it.You never know how far you can go until you go too far.0
