Stuck as to what to do next

Hi,
Back in March I received a PCN in a private car park. When I got home and looked at the ticket I noticed that the time it was issued, the ticket I purchased was still valid for about an hour. The PCN said for 'not displaying a valid ticket'. I can't remember whether I forgot to put my ticket on the dashboard or not.
I wrote an appeal and sent it via post together with my valid ticket etc. I took photos of my letter and my ticket before I sent it off to the address on the PCN. The website was down, so I couldn't do it online. I then forgot about it.
5 months later, in October, I received a letter saying that I now owe £160 as no appeal was received. So I emailed ZZPS Ltd, who are collecting the debt 'on behalf of the client' (Comprehensive Management Services Ltd) with the photo of my appeal letter sent back in March together with the photo of my valid ticket. They replied that as a letter of appeal was never received I have to pay the increased fine.
I have since been reading this forum as to what to do and I'm not sure what my next step should be. In the meantime, last week, I received a letter through the post from ZZPS saying that my unpaid PCN has been passed to them to resolve and balance owed is £160 and includes late payment and debt recovery charges.
Please could anyone offer any advice as to what to do next? From what I have read, if I ignore the letter I will keep getting more etc. I am certainly not paying the fine as I had a valid ticket. Is there any other correspondence I should send in reply to the letter recently received? They didn't receive my original appeal letter but as mentioned I wrote an email in response to the first letter received 5 months after the PCN was stuck on my windscreen.

Where did the alleged event occur, hospital, retail outlet, railway station etcetera?
Debt collectors can be ignored. Post 4 of the NEWBIES tells you why it is safe to do so.
Did you get a free proof of posting when you sent the initial appeal?

What happened when you complained to the landowner?

CMS is a IPC operator. There is no appeal that will achieve a cancellation from CMS or the IAS. Complain to the car park owner, see if they can help.
ZZPS are debt collectors, read the NEWBIES FAQ sticky, post #4, to know how to deal with them.
Other than getting the car park owner involved, there's nothing left for you to do. There's no silver bullet.
While CMS are not noted to be litigious, they have 6 years to sue you, so be alert for a Letter of Claim or formal court papers, come back on this thread if you receive either.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

There is no "debt" unless a judge says so, and there is no "fine" either.0

Many thanks all, I didn't think there was much more I could do other than contact the landowner, which I will do, and of course complain to my MP.
