Received a letter dated 17th October 2019 from ZZPS LTD which states my OH has an Unpaid PCN and it has been passed to ZZPS to resolve, According to this letter the contravention happened on 31/08/19 and the ticket was issued by ALL PARKING SERVICES UK LTD

The problem is, we never actually received a PCN, this is the first document we are receiving in reference to a parking charge.

SO.... I stupidly contacted ZZPS (by phone), BEFORE I came on here! to ask why I had received this but not the original PCN. And was told the PCN was sent 17th Sept, and that basically I just need to pay the fine, because it is past the time I could appeal. I was also asked if i was the person driving- and I naively answered..so theres that!

Anyway. I need to know, how do I get them to issue me an origional PCN at the reduced rate.



1 thing that I ALREADY understand, thanks to reading the newbie threads is-
ZZPS are a debt recovery company, and there is zero point me contacting them, because their job is solely to recover the money, they cannot authorise any changes to a PCN.

But i've been on the ALL PARKING SERVICES site, and i'm unsure what action I should be taking. Do I need to post a letter OR send an email? and what should my letter actually say.

what I want to achieve:
Ideally, I'd like to be given the opportunity to pay the charge at a reduced rate, the rate I would have been given IF we'd received the original PCN

I have reviewed the evidence available through ZZPS and whilst I don't really agree with the charge, as I feel notices were so small and not anywhere I had seen them, I don't feel I ACTUALLY have grounds to appeal, since, on going back to the site, I can see there is signage which states that where I parked is private land! ( I parked in what I thought was a lidls car park, but it was actually separate from the car park apparently)

    Is the address on your V5 correct?

    What happened when you complained to the landowner?

    If so, complain to the BPA and the scammers that you did not receive the original PCN. This appears to happen a lot in the unregulated parking industry.

    Have you complained to your MP yet about this unregulated scam?

    Nobody here will suggest you pay. Get pics of the site and signage. If the driver thought they were in a Lidl car park then the signs cannot have been adequate.

  • Hi Yes address is correct.

    I have not complained to the landowner, I have no idea who that would be.

    I'm not being allowed to post any links as im a new member, so I cant show you the image of e the car was parked.

    If no one would be suggesting I pay, my question is, what course of action should I be taking. I'm very confused

    I have given you a few suggestions already. In addition, send an SAR to the scammers as per the advice in the NEWBIES asking for all the personal data they hold about the keeper including all photos. Include a copy of the V5 as proof of ID.

    You can upload redacted images to a web hosting site then paste the URL here, but change https to hxxps. Someone here will change it back to a live link.

    You have almost no chance. You could try a complaint to the BPA using their complaints portal, but I don't rate your chances.

    Complain to the car park owner, see if they can help, you'll need to do some Sherlock Holmes on that.

    ZZPS are debt collectors, read the NEWBIES FAQ sticky, post #4, to know how to deal with them.

    Other than getting the car park owner involved, there's nothing left for you to do. There's no silver bullet.

    While APS are not noted to be litigious, they have 6 years to sue you, so be alert for a Letter of Claim or formal court papers, come back on this thread if you receive either.

    Complaining to the landowner....like the NEWBIES thread tells you (with examples).
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
