Some advise please

Good morning all and thank you for the wonderful advise received so far. I was wondering if you could help with two queries?
First of all, regarding the Admin/ recovery fees added by DCBL to the Parking Charge. I have had people say that it is illegal for a debt collection company to add costs onto a debt they do not own? I know it is in contravention of the Protections of Freedoms Act 2012, but is it actually legal?
Second question is, is it correct that a PPC can only pursue you for the Charge as keeper, and not driver up to 28 days after the NtK was issued regardless of whether they claim that you were driving or not?

Do not give in to Private Parking firms. Fight them all the way!
