This must have only recently gone 'live' as its dated 1/11/2019, and what I've read so far is as dire as would be expected. I'm particularly enjoying the section headed 'Obligations for the Motorist' :rotfl:

How do these muppets expect the motorist to know about the IPC code of practice ??? The motorist is not bound by them anyway
7.2.1 Accept and pay the Parking Charge.
If the charge remains unpaid after 28 days, it may increase by up to a further £60
POFA2012 has no provision for this. This is simply an add-on to entice operators to increase the charge over £100. The only authority to adding £60 is by the IPC AND a non entity for the motorist
12 Self-ticketing
12.1 Self–ticketing practices are considered the same as sub-contractors. If an Operator enforces Parking Charges issued by a Self Ticketer they are responsible for ensuring the Self-Ticketer acts in accordance with the Code.
12.2 Self-ticketers must be registered with the IPC before they are able to issue a Parking Charge or obtain keeper data pertaining to a Parking Event for which a Parking Charge is issued.
Assume therefore that such people will appear on the IPC list and will be appicable to pay the correct tax for monies earned and indeed be reported as such to HM taxes
15 Parking Charges
15.1
Parking Charges must not exceed £100 unless agreed in advance with the IPC
But they still allow an adlib add-on to boost the operators profit
This code totally ignores the ruling of the Supreme court which says ... 198. ''...The charge has to be and is set at a level which enables the managers to recover the costs of operating the scheme...''

As the 2019 CoP is not published yet, they must know the content to make this statement
This new code should be passed to Sir Greg Knight because it seems to undermine his bill0
