CIS's reading of the situation is spot-on IMO (I worked in a related field).
TBH I think the LA has made the correct decision- your current rented accommodation is your main residence.0 -
Even if the OP actually did that, I don't think councils are likely to believe that a couple just happen to have distributed themselves over the two properties they own (unless they have genuinely separated).
I had friends who actually did this. For four years! He stayed in the new house that was being renovated and only stayed in the old house with partner and baby on Saturday nights. He had all his things at the new house and all bank accounts etc so it really was his main residence. I thought it was absolutely bonkers, just to save a few pounds each month. They don't really like each other much though so I suppose it suited them.0
