    Look up and quote the full name of the ADR act. You are allowed access to alternative dispute resolution (an independent appeal) in accordance with the above act for up to one year.

    Was the car on short-term hire, or do you have it on a much longer lease. Whichever is the case use either 'hirer' or 'lessee' throughout, don't mix and match the terms.

    By all means refer to the non-provision of a POPLA code, but it's not illegal not to do so.

    OK, got the impression that they were required by law to provide me with a popla code.

    Under those terms I was the hirer. It was a short rental, for 4 days. My first language is not English, so I may struggle with some nomenclature.

    Just be consistent in nomenclature ... innit! :)

    (a) warn the registered keeper rental firm, NOT TO PAY and that they are about to get a second letter because the parking firm is unlawfully refusing to consider your appeal as the person who hired this vehicle, and that you have complained about this to the BPA because the registered keeper has transferred liability to the hirer, who cannot be denied a right to appeal

    (b) complain to the BPA that you appealed as hirer (without naming the driver, as is your right) after being named as hirer by the rental firm. OPS are now refusing to accept your appeal to your Notice to Hirer, calling you a 'third party' and saying they are now going to unlawfully revert to the rental firm and ignore your right to appeal as hirer and have refused to give you a POPLA code:

    I have yet to meet a native English speaker who uses the word 'nomenclature'. Something tells me you'll do fine ..... :)

    Line 1 of the first post would imply this, but it does need to be confirmed.

    There was no windscreen PCN. OPS contacted the registered keeper directly. This was through a car hiring platform called Hyiacar, where people rent their personal (or not) car directly to other people. The car owner contacted me as soon as he received communication from OPS and sent them the rental agreement, where it states that I was hiring the car for that period. I have contacted the owner again, to let them know about the situation and he said that OPS went back to him saying that I was denying being the driver (which I didn't do - didn't deny or confirm that).
