Car registration plate

No. DVLA will not tell you the last known keeper of a car with a particular plate - for fairly obvious reasons.I have been looking for a certain registration plate for my car
After a bit of delving it appears to be on a car that has not been MOT since 2011. Is there anyway I can contact either the dvla or owner to purchase the registration plate
If that car hasn't been on the road for eight years, it's odds-on that it's been scrapped, in which case the plate has "died" with it. DVLA don't reissue previously-issued plates.0
