Ultimately it's about proving negligence. Is your neighbor willing to put they are negligent in writing? if not you will have a hard time proving"It is prudent when shopping for something important, not to limit yourself to Pound land/Estate Agents"

So isn't this caused by the neighbour rather than the storm i.e., the neighbour has not taken reasonable care?
If you have a garage, it could be argued that you did not take reasonable care by not putting the car in it when severe gale warnings were constantly being issued.0
