    Parents have to spend on their kids as a legitimate expense of being a parent!
    Foster carers aren't parents to those kids. They're looking after them over the short- to medium-term as self-employed subcontractors for the local authority.

    Yes i’m aware of that, but in terms of their income, the fact that some is spent on the children living in the household or on renr/mortgage etc. is no different to any other family, so why would she declare less income?

    She probably shouldn't, but she probably has because the LA's specifically tell carers only a small percentage of the payments are allowed to be thought of as "their" income.

    In practice, few people involved in assessing eligibility for loans, insurance etc. have ever heard of fostering, even if their company has a policy for it, and are usually baffled when it's mentioned.
