I have been reading your ongoing post as My OH has had a letter stating that he didn't have a valid permit/pay and display on the vehicle. This was dated 14/10/2019. The alleged parking charge date was the 11th of May this year. The 14th of Oct was the first we heard about anything. The vehicle in question was a personal lease car, which has since gone back (28/09/2019) and the reg on the car was a personal plate, which is now on retention.
We live in the midlands and have never been to the place that it states on the letter, it is in Stockport. I know 100% that it wasnt my car because on the date that it supposedly occurred, we were at the playoffs in Birmingham (Aston Villa v West Brom) so I ignored the letter initially, as i thought it was a scam but then someone told me to look on here for information and this is how i landed here.
I wonder if anyone can offer any advice
The letter is from DRP and it says the creditor was Euro Car Parks.
The letter is addressed to my husband and says that it is final settlement offer of £144.00 to avoid legal action before the 28/10/2019.
it says that after this date, the amount due will go back to the original amount of £160. and the client will consider legal action.
I don't want to call them, as , going through some posts, it seems the wrong thing to do but also, I don't want people knocking on my door or taking us to court.
please can someone offer some helpful advice? I have looked through the posts and quite frankly, am baffled by it all.

Irrespective of whether the car was registered to you or not, if it was leased to you at the time of the alleged event, then you were the lessee/hirer or (day to day) keeper and should appeal the charge accordingly.
You appear to still be within the appeal window so send the hire/lease car appeal template to the PPC (not the debt crawler) written by edna basher that you will find in post 1 of the NEWBIES. Send it from the hirer/lessee and add a one line that since the DRP letter was the first you heard about this you consider it to be the NTK.
You should also complain to the BPA that the scammers have gone straight to debt crawlers without first issuing a NTK/NTH.
Debt collectors can be ignored. Post 4 of the NEWBIES explains why it is safe to do so. The amounts of £144 and £160 have fake add-ons that are not allowed and cannot be claimed in court.
You need to contact whoever the car was leased from and tell them not to pay any charges since you are dealing with it.
Never, ever 'phone a parking scammer, or any other type of scammer for that matter. A 'phone call is not worth the paper upon which it is writ.
You are sadly misinformed if you think someone will come knocking on your door.
Have you complained to the landowner yet where the alleged event occurred.

But the OP says they have never been to Stockport. One must assume therefore that the car was not leased to him/her on the day of the alleged contravention., whenever that may have been.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

It could be a cloned plate or a misread.

He was the registered keeper at time of the incident, but there must be some mistake. I assume either there is a mistake with the registration or , as someone has mentioned, the car was cloned. I would imagine I should inform the police at this point??0

It's more likely an ANPR misread. The scameras take a digital image that is then processed by a pooter programme to generate numbers and letters.
This can easily be fooled by defects on the physical number plate such as dirt, rusty screws, reflections, shadows, or cracks etcetera.
The keeper should appeal using the template in blue and add a comment that the car was never there. Send an SAR as per the NEWBIES asking for all personal data held by the scammers including all photos. Include a copy of the V5 or a redacted utility bill as proof of ID. Do not send photo' ID.
Have a close look at the images, magnified, on the NTK and those from the SAR to see if it is actually your car. Often there is a garage name on the number plate. It may not be readable but check to see if it is the same length as that on the car.
Check to see if there is something on the images that isn't on the car, or vica versa, such as dents, scratches, stickers etcetera.
Complain to the BPA and DVLA that the car was never in Stockport and you have proof, therefore the scammers have unlawfully obtained the keeper's personal data. Include the proof with your complaints.

It will not be a cloned numberplate, it will be a PPC idiotic misread scam.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
