My car was dropped off after a service and parked for 45 seconds while i went to move it and a neighbour took pictures, which I seen her do. She said she was asked to by Barnet council. The garages were on private land and owned by London Parking Services. A week later I received a letter demanding £60 or £100 after 14 days. An ex friend of hers told me she gets £10 every time she shops someone, is this legal? I know the shop owner got 7 tickets in one week while he was off loading some products for the shop.The garage in question is not used by anyone,

Short answer - yes.
The parking tickets / invoices / whatever may or may not be enforceable, that is another matter. However there is nothing "illegal" about taking the photos.0 -
Self ticketing is certainly allowed , whatever we may think of it
But as mentioned above it may fail in a court of law , especially if it's forbidding signage and if grace periods have not been met

Check if the PPC are BPA or IPC members , download the relevant CoP and read it , especially about grace periods
A judge would likely dismiss the case in such circumstances0 -

This is not parking imo, it is changing drivers. In any case, if you were not the driver, simply name the company who serviced it.
If I were you I would make the other residents aware of this lady's anti-social activities.
[FONT=Times New Roman, serif]Nine times out of ten of these tickets are scams so consider complain to your MP, it can cause the scammer extra work.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Could it not be mentioned to the nice lady that she will be called as a witness if the Defendant is taken to Court?
If so perhaps the shop owner can be advised accordingly.0 -

That is a lie. The Council have NOTHING to do with scam PPC ticketing.She said she was asked to by Barnet council.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
