As far as I am aware the exceptions to the waiting days were not changed.
So, if you were on an alternative benefit during the previous 12 weeks before claiming JSA then there would be no waiting days and the JSA would begin when the CA ended.

I think that Carer's Allowance would be classed as an alternative benefit.0 -

The Jobseeker's Allowance Regulations 201336.—(1) Paragraph 4 of Schedule 1 to the Act does not apply in a case where a person's entitlement to a jobseeker's allowance commences within 12 weeks of an entitlement of theirs to income support, incapacity benefit, employment and support allowance or carer's allowance coming to an end.
(2) In the case of a person to whom paragraph 4 of Schedule 1 to the Act applies, the number of days is seven
Paragraph 4 of Schedule 1 to the Act refers to the Jobseekers Act 1995 and gives the SoS the power to establish waiting daysExcept in prescribed circumstances, a person is not entitled to a jobseeker’s allowance in respect of a prescribed number of days at the beginning of a jobseeking period.

So getting back to the original question can you pre register for contribution based JSA.
eg if carers allowance came to an end on 10th November could they register and make a claim on the 5th November requesting it to start on the 11th November?

I have looked for the relevant documentation for this and have failed to find an answer, sorry.

It may even be possible for your JSA to be backdated in these circumstances. Usually you cannot claim CA and a contribution based benefit at the same time but there may be some exception where the CA is only due to a 'run on'.
So, you need to ask CarersUK:
1. Can I claim now?
2. Am I entitled to have it backdated to the date of the death of the 'cared for'?
3. If yes, to number 2, would the CA be counted as income until it ended?

There would be no point in trying to backdate even if it's possible. CA and new style JSA are overlapping benefits. This means that JSA would be paid in priority to CA which simply starts to use up the 26 week time limit for JSA to be paid.Information I post is for England unless otherwise stated. Exactly, the last thing they want is to back date the JSA to overlap the CA.
The question is can you give a future date for the JSA to start or must you wait until that date to make the claim.

I don’t know the answer to that. However I have just noticed something that will be of interest if it is relevant.
If new style JSA is claimed the claimant is not required to do any job seeking if it is within 6 months of the death of a partner/spouse or child.

Out of curiosity I just phoned them and was told you would need to wait until the date to apply, so you can’t register requesting the claim to start on a future date.

They like to say that advance claims can't be made but it is catered for in the regulations:
Advance claims to Jobseeker’s Allowance
A2095 An advance award of Jobseeker’s Allowance may be possible if a claimant does not
satisfy the conditions of entitlement on the date on which a claim is made but will
satisfy them for a future period. The future period must begin on a day which is no
more than three months after the date of claim. The decision maker treats the claim
as made for a period beginning with the date from which entitlement will begin. No
disallowance is needed for the period from the date claimed to the date entitlement
begins0
