Vinyl flooring blistering

Hi all,
I live in a rented apartment. I washed the floors on Sunday with cold water. I noticed on Monday a patch of the floor has started to blister. It feels smooth and different to the rest of the floor.
Any easy way to get this fixed? In a good mind to just leave it as letting agent couldn't care less.
