Declined a mortgage due to really bad credit... scores 991 and 999??
You will need to check your credit reports from all 3 CRAs (Experian, Equifax and TransUnion). Check your reports for any inconsistencies, but ignore the scores - as you've already learnt they are basically meaningless when it comes to getting credit.
There is more to getting a mortgage than having good credit history. Lenders all factor different things into their lending algorithms, and it could just be that something about your particular circumstances didn't tick all the boxes. A thin credit file from not having much evidence of active credit accounts on your files over the last 6 years could also be a contributing factor. I'd shop around and try getting a different quote from different banks using a different broker.
