Yes it is an invoice, its not a penalty or a fine. The only person who can fine you is the judge at the real court.
There is very rare for them to take you to court as you have owe them nothing when the road is belong to public.

Update for everyone.
Firstly thanks for the replies and suggestions. I did go on twitter and write to Dart Charge and the day after they replied and told me they reconciled the PCN and only charged me £2. Which was great news!!
I did ring them to double check this as I wasn't sure if they reconciled both PCN's. Turns out they didn't they only reconciled the latter as the PCN wasn't issued yet. Apparently in regards to the PCN which was issued and sent to my house no one can reconcile that and the only thing I can do is appeal it.
So all in all it wasn't too much of bad turn out from Twitter
I guess I will appeal the PCN and see how that turns out.0 -
Okay another update...
As I went to appeal the PCN that was outstanding I saw £2 had been deducted from the PCN owed. So they took out the amount owed for the crossing.
I called them and they said Highways agency accepted the prior request and now no PCN's are outstanding. So I didn't even have to appeal!
In a nut shell Twitter really did help with all of it.
