How to Keep Landline Number When Moving

My elderly mum is moving after 40 years in one house and with one home phone number.
She is with Talk Talk and still in contract.
I tried to use Talk Talks home move service on their website. As well as trying to hike up the price i.e. cancelling the promotional offer, they are unable to transfer her landline number.
I believe this is because she is moving boroughs, even though she's not moving that far.
Is there anything I can do to save her old phone number? (for example to set up a redirect or leave a message with her new number). She has long lost friends that occasionally call her, and I would hate for her to lose touch with people.

Thought you could only hold onto your current landline number if you were moving within the same telephone exchange area.0

It's a different borough, so I think it wouldn't be the same exchange.
I'm thinking I might need to transfer the number to VoIP (so I can set up a redirect) and pay the early termination costs at Talk Talk, then set her up a new contract at her new address.
Anyone done something like this (transfer to VoIP and redirect) who could advise?0 -

Yes.
I think Sipgate is still the cheapest (no monthly fee, and the porting in fee is £30).
Do not terminate the line with TalkTalk first as you can't port a terminated number.
Porting the number may be treated as a cease-and-reprovide by Talktalk to make it clear to Talktalk that it's to be treated as a cease.
Porting doesn't always work; fees are still payable.
If you set up call forwarding on the Sipgate service you'll pay for the diverted part of the calls. You can set up a number change announcement, or let calls go to voicemail which will be delivered by email.A kind word lasts a minute, a skelped erse is sair for a day.0
