A gas service is not a legal requirement and it is reasonably true to say there are no serviceable parts unless something like a magnaclean filter is fitted.
The only legal requirement is a gas safety test and failure to provide one negates any s21 notice.0 -
OP, which law do you think makes it illegal to change the locks unless you give your landlord a set of keys?
Changing the locks is a simple DIY job and will add an extra barrier between you and your landlord.
I'm unclear if you have your landlord's address or not. On one hand you say his address isn't on your contract/TA and the council can't find him whilst on the other you sent him a card? Where did you send the card?0 -

* no requirement to service the boiler.Just the safety check is enough. Did he (or engineer) give you the safety report? Was the engineer 'GasSafe registered'?
* no law to stop you changing the lock. With a landlord like that - DO IT!
* STOP RINGING HIM!. One letter, polite but firm. No address?...
- yes you are right - if no address provided 'for serving notices' you need not pay rent (Landlord and Tenant Act 1987 S 48 )
* banging on windows: are you keeping a log? Don't ring the police - go in to the police station as previously advised. Insist on speaking to a more senior officer if the 1st one refuses to do anything. Insist on reporting this harassment. Get a report number. Even if they take no action now, you need it on their records for next time or if it escalates.
* Tenant/lodger. Legally what matters is the reality, not what's written on the contract. Take photos of each roomin the property, and the front entrance, to show that a) he has no personal belongings there and b) you have your own personal front door. Get a witness statement from someone to confirm he does not live with you. Since you are already dealing with the council, see if you ca persuade the Housing Officer to visit so you can show he does not live there.
* Deposit. Keep this for later. You can claim the penalty for non-protection any time in 7 years after the tenancy ends. Also if if ever does serve a S21 Notice it will be invalid.
Now. Change the locks!1 -
I haven't completely read your posts OP so I might have missed it, but have you thought about finding somewhere else to live? Why on earth would you put up with this? I'd be flat hunting.0

The OP says finding this place took 18 months because of landlords not wanting tenants on sickness benefits.
OP - that was a couple of years ago, and things aren't any better now, but that doesn't stop you at least looking to see what else is out there.All shall be well, and all shall be well, and all manner of things shall be well.

OP might suggest to the LL that he might contact HMRC as a means to encourage more reasonale behaviour, but otherwise let that sleeping dog lie. For now.

OP needs to ring 101 NOW! Ask for a local PCSO to come round and then explain you a re vulnerable adult and are been harnessed.
Having gone to a Police Station before, often they have little man power and you could be left waiting for ages, its possible when you come back the LL will be in the property. Also the OP is disabled so getting to the station might be tricky.
I would not be leaving him cards apologising, its an admission of guilt. Don't communicate unless its in writing, he can't evict you as the deposit is not in a scheme...oh did I say ring 101??0 -

I typically agree with ringing 101, but they aren't legally trained either. The best bet is to make a report online, where the relevant law can be referenced.0
