    Might it be one of these dual-flush affairs with a setting to give an eco-flush using only half the water of a full one? Check what's inside the cistern, methods of changing the quantity of flush vary.

    It might, but I think the OP has realised buying another toilet and getting it fitted PDQ is probably a better route than going legal. They haven't returned to the thread.
