Help recognising light fittings

Hi, I'm in a rented apartment, and there are a number of ceiling light fittings that no longer work.
We cannot figure out how to change the bulbs (though we managed all the other types in the apartment fine
). Does anyone recognise these, and possibly know how to change the bulbs? (Or if it's even possible?).
They are chrome, and the centre portion can be tilted and swiveled. We can't find a way to unscrew the centre part, or the outer ring - or remove from the cieiling without damaging it.

Look like standard GU10 halogens. Normally the bulb is held in place either by a circlip, or the inner swivel front will unscrew.
The whole assembly can be removed from the ceiling by gently prising the outer ring - but that is not necessary to change the bulb.For every complex problem there is an answer that is clear, simple and wrong.0 -
The serrated ring is the clip. Normally you have to pinch it across the gap ( which looks like it may be at the 12oclock position) to remove it, may need small pliers if you don’t have long enough finger nails.
Bulbs is either GU10 or G5.3, but does matter till you get the ring off.0 -
