Liverpool PCN: Appeal rejected despite evidence photo showing paid ticket

Hi there,
My wife was parking on the road in Liverpool city centre about a year ago. The ticket machine was broke so she purchased a ticket from the next available machine on the adjacent road. She had paid for 3 hours and displayed it on the dash. When she came back after 2 hours she had a PCN stuck to her window screen.
The reason for the PCN was that there was no valid ticket displayed clearly. The PCN was dated after the ticket was purchased and was stuck OVER where the ticket was displayed. My wife also noticed a lot of cars with PCN's on the same road. When we were able to check the photographic evidence online you can actually see the ticket underneath the PCN sticker. What I think has happened is the traffic warden has noticed an out of order ticket machine and has got a bit trigger happy.
We made both an informal and formal appeal by sending their own photo along with the ticket she bought to Liverpool city council. It got rejected both times with no further reason.
We have now been sent an order for recovery (Bailiffs?) of 400 pounds. I think court might be the only option.
Any advice on what to do next would be greatly appreciated.
