Exchanged on house & planning building work. Best Insurance co?

Hi
Just exchanged on a house and hoping to apply for planning permission to do 2 storey extension as soon as we are in. Most polices are asking if there's any work in progress (not yet). One, so far, has said they couldn't offer us cover if we were planning work.
Another one has said i'll need to go back to them once PP has been given and then it will go to their underwriters. I'm assuming this is the norm as they won't know what work has been approved? Worried though, that they might say no to cover or, may make the premiums massive! (and I won't be able to get cover anywhere else as work is planned).
Could anyone recommend a company they have used in this situation please?
