I thought so too, and I will, on reflection it does appear that POPLA are in collaboration with the parking companies, as they had two different decisions for the same case! I’m digging further! Watch this space!1

You didn’t get two different decisions, it looks like the operator decided not to contest one of the PCNs, which you will obviously not on but the other one they did which you lost. People on this forum really need to read and understand the wording...0
