Cancelled Sky TV, Now only use an Amazon fire TV box for box sets and also stream SKY News. The SKY news stream is always just under 2 minutes delayed (can tell by the clock on the news screen) and therefore not actually live.
Do i still need pay for the TV Licence for watching the Sky news?

Yes, you would probably require the licence. The Sky news stream may be slightly delayed but it is classed as live TV.0
