And you need to explain much more about the 14 days thing as POPLA can't add up. You need to explain like this, really simple maths and days stated so they can't muck it up again!11th October was the date on the NTK and because that was a Friday, the POFA says this was deemed delivered two working days later (not including Sat/Sun) which results in Tuesday 15th October at the earliest.
In fact, it arrived on 16th but either way this is more than one day too late. The '14 day period' itself is different from the 'posting deemed date' calculation and DOES NOT START on the next working day, it starts the next day. In this case, the 14 day period started on Monday 30th as this was the day after the parking event.
30th = day 1
1st Oct = day 2
2nd Oct = day 3
3rd Oct = day 4
4th Oct = day 5
5th Oct = day 6
6th Oct - day 7
7th Oct = day 8
8th Oct = day 9
9th Oct = day 10
10th Oct = day 11
11th Oct = day 12
12th Oct = day 13
13th Oct = day 14 (Sunday)
Thus, the NTK being posted on a Friday, cannot have arrived until the middle of the following week (and it didn't) and this is deemed too late and as a matter of fact and law, the keeper cannot be held liable.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The good news is that I won the appeal to POPLA!
The slightly less good news is that I won on the grounds that Initial Parking didn't provide evidence in time (I think it was a day late), so no feedback was given by POPLA on my appeal.
Thanks for all of your help. I will take Fruitcake's advice and complain to my MP about this, although maybe after the GE!0 -

They seem to have a problem in posting things one day late! But POPLA seem happy to overlook that when it comes down to PoFA timescales.
Glad you've won on the basis you have, because I'd be concerned that POPLA would screw up again - as per the MinnieSox Fistral case.Please note, we are not a legal advice forum. Well done on your win, but you won't have an MP to complain to until after the election.
You can of course bend the ear of any prospective candidate you meet before then. You could then suggest your vote and that of your friends and family will depend on their answer.
