Anyone any idea what this is on concrete stairs?

Morning All,

I have a metal stair nose that covers the concrete part of my hallway stairs. See attached image.

The nose has came off at the weekend. Its my understanding these should be drilled in, but this looks to have been glued down., and it has started to lose its hold. Its a rented accomodation and I have made the landlord aware. We agreed just to put down double sided tape to hold it in place.

My question is what is the white stuff that is over the concrete in the image? And is it needed? It was peeling at the edges so I just took it off to put the tape down evenly.

I am thinking it is some kind of adhesive they have used years ago, but then then they have written a number on it years ago? Some kind of insulator?

Any help is greatly appreciated. Thanks. Asking in case it is needed to protect the steps?
