Britannia parking - parking charge notice

This is my first post on the MSE Forums, i have read the "newbie" thread, but couldn't quite find anything that seemed right for me, maybe its in "newbie" thread and i have missed it, if so please point me in the right direction.
So, iv'e just received a PCN NTK letter today from Britannia parking saying i owe them £60 which will increase in 14 days time to £100 for staying in the car park at the Commercial Hotel pub in Rainhill for 15 minutes and 37 seconds.
There are signs in the car park stating that it is free for 1 hour *IF* you enter your number plate into the machine, however i have never noticed the part that states its free only if you enter your NP, which i didnt do, which is why i'm being charged.
I have parked there loads of times in the past for only a few minutes (15 at most, buying fish of a fishmonger) and have never received a letter / fine for not entering the NP.
I accept its my fault for not reading the sgns ect, but it just doesn't feel right to be charged £60 for 15 minutes when you get a whole hour for free if you enter the NP into the machine.
I also read something about the NTK should be received withing 14 days of the "offence".
the offence was on Oct 1st, the letter is dated Oct 15th but was only received on the 17th, so does this fall inside or outside of the 14 days,, it it classed from when the letter was sent or actually received?
so if anybody has any help or can send me to the right place (please dont just say go to the newbie thread, actual advice please) i would really really appreciate it.

But this only wins (at POPLA stage) if you FULLY UNDERSTAND not to appeal as the driver talking about ''I did this/that''. No ticking a box saying 'I was the driver'!!
You must remain the registered keeper during the appeals process and talk about the driver in the third person, which is why the NEWBIES thread includes a template apeal just to fish for the POPLA code you need.
We know that the blue writing appeal template in the NEWBIE thread doesn't make sense for your case. We don't care, that's not the point of using it! It is to stop people shooting their toes off with a driver appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
