Coventry University Hospital

I have just received a PCN from CPP (CarParkingPartnership, a trading name of ParkingEye) for a 6 hour stay in the car park at Coventry University Hospital (Walsgrave Hospital).
This car park is an ANPR operated car park, which you pay at the machine in the hospital before exiting the car park.

The driver of the vehicle was taking a patient for treatment, and paid at the machine by card, including entering the vehicle registration. They received no receipt or (now they think about it) confirmation screen, but did go through the payment processing screen and saw no error or rejection displayed. This also happened for the person in front of them and was assumed normal. Upon checking their bank statement today, they see no money was taken.

I have contacted PALS to cancel the ticket but their line is that the car park is privately owned and they won't have anything to do with it. They also refuse to provide details of the landowner.
So how do I best proceed?

I can send the standard MSE appeal, however is it worth making something more of the attempt to pay? This risks becoming a their word against mine situation as its impossible for the driver to prove that they attempted to pay.

    If you are going to send the blue text template from the NEWBIE sticky post # 1, then do not be tempted to add, delete or modify the text, send it as is and send it as KEEPER. Also complain to the hospital PALS and tell them they cannot fob you off by saying complain to the PPC, Refer them to the NHS parking principles.

    Have they complied?

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
