Challenging parking restrictions

Ask the council for a copy of the highways study they (or rather, the appropriate highways authority, depending upon whether your are covered by a district/county or unitary authority) have carried out, including the car volume sampling and empty/full parking space counts during the time periods they wish to apply additional restrictions.

You've not actually said what the restrictions are other than the time they want to enforce them.

Residents only and everyone else has to pay.

Not but they will sell me passes, so they can get money from us.

Only your-identified-vehicle passes, not visitor passes?

I'm not asking about whether you need to pay for them. That's a separate issue. I'm asking about availability.

So there y'go, then.
Not much inconvenience to your customers - you just lend them the visitor permit while they're attending your premises.
Small added annual expense to your business.
