On 1 December 2019 the regulations on call charges for non-geographic numbers in the Republic of Ireland are changing, ending a long running scam.
From that date, calls to non-geographic 1850, 1890, 076 and 0818 numbers MUST be included in call allowances on the same basis as calls to geographic numbers. Outside of inclusive allowances, these calls MUST be charged at or below the rate charged for calling geographic numbers.
Some providers have already posted notification of the changes:

From 1 December 2019, all users of 1850, 1890 and 076 numbers will then have just over two years to move to a new telephone number (such as a freephone 1800 number, a non-geographic 0818 number, or a normal geographic number).
On 1 January 2022, the 1850, 1890 and 076 number ranges will cease to exist. This will leave just 1800 as the freephone range and 0818 as the non-geographic range, the latter always charged at geographic rates and included in allowances.
These changes do not affect any of the 15xx premium rate number ranges.
These changes affect only numbers used within the Republic of Ireland.
