Stained Skirting and Door Frames?

Hi.
I'll be moving into my new property hopefully before the years out, but it needs redecorating to my taste.
Currently the owners have done a terrible paint job, it looks like they got their kids to do it.
Anyway I was wondering, Can i just paint the skirtings gloss white without needing to do anything else? They looked as they were fitted already stained in a redish/brown colour.
Also all the door frames seem varnished. Can i just put gloss straight on top or do i need to do anything else?

I would give them a light sand and undercoat them before glossing.0
